Documentation for banking groups which have to report data on securities holdings directly to the ECB

Certain banking groups must provide statistics on their securities holdings in respect of so-called Securities Holdings Statistics Group (SHSG) data directly to the ECB, as provided for in the SHS Regulation. The ECB has prepared a range of material to facilitate this.

Banking groups subject to direct reporting of SHSG data – the group reporting agent will be sent a notification by the relevant national central bank – have to comply with the instructions contained in the documentation below. For other banking groups, the relevant national central bank is responsible for collecting the required data and, as such, will provide its own data reporting instructions.  

Only SHSG data must be reported to the ECB, i.e. “Securities Holdings Statistics by Sector” data are not covered by the direct reporting. Data are processed via the ESCB Securities Holdings Statistics Database, which is jointly operated by the ECB and the Deutsche Bundesbank on behalf of the Eurosystem.

Guidance notes

This document explains the methodology behind the reporting requirements and provides guidance on the approach that may be followed in cases where the relevant ECB legal act leaves scope for interpretation. It also aims to clarify the requirements and definitions laid down in the SHS Regulation. Note that the Guidance notes are also applicable to banking groups for which the relevant national central bank is responsible for collecting the required data.

Excel views of the reporting templates

The reporting templates specify and describe the attributes of the input fields for the SHSG data collection. All attributes flagged as mandatory have to be filled in the files to be submitted (except where stated otherwise in the respective templates). Some attributes are coded, i.e. only values from the corresponding code list (to be found in the code list repository) can be reported, while other attributes only have to comply with certain formats, e.g. the format for securities with an international securities identification number (ISIN).

This documentation provides guidance and more detailed information on the requirements for the direct reporting on securities holdings, including any additional requirements which may not be included in the guidance notes on the SHS Regulation. SDMX 2.1 Data Structure Definitions in XML (including example files)

The Data Structure Definitions (DSDs) specify the characteristics of the expected XML reporting files. They outline, in particular, which fields involve mandatory or optional attributes. They also specify the level at which the specific attributes are to be assigned in the XML reporting files and restrict the expected values to certain codes or patterns.

The XML Schema files (XSDs) are derived from the DSDs.

Data validation checks

There are currently three main types of data validation checks:

  1. Formal Validity: Technical and formal checks are performed to ensure the provision of formally compliant data input in line with the reporting deadlines.
  2. Internal Plausibility: Consistency checks lead to validation warnings which need to be addressed in order to ensure that uploaded data are plausible.
  3. External Plausibility: Benchmark comparisons are conducted at banking group level to assess consistency with statistics and supervisory reporting.
